Where is my CDR?

This is a problem I had for a while now, but I was too tired and fed up to bother trying to solve this; my computer doesn't know I have a CDR.. It's icon in the My Computer window isn't there, and the drive does not read the cd's (but it does open and closes). I tried to use the add new hardware option in the Control Panel, but when searching for it it didn't find the CDR..
As far as I know CDR's don't have drivers or any installation procedures, so either for some reason the CDR is not connected to the motherboard (I opened the computer trying to determine if that is the problem but nothing caught my attention, though I wasn't sure if there was supposed to be anything that wasn't there or not), or it may be a windows problem of some kind.. Either way I don't know how to approach this so I'm asking here..

    What do you guys think?

I'm using Win 98SE and the CDR is a LG one.

You may need to open up the case again and tell us exactly what you have linked to the IDE cables, my first port of call would be to change the IDE cable that links the CDR to motherboard.. we know the power cable is in and works ok as you can open the tray.
