Which video card is better

Hi,
I don't have much money to spend, but I want a video card with TV-OUT.
I'll play some games, but with my budget, I can't expect much ...

So, I have the choice between ATI 7000 64mb (made by either PowerColor or Sapphire) or Geforce mx4000-T64 (made by MSI). So between these two, which one?

Also, I could get an used mx440 64mb. Compare with the previous choice, is this used card better or about the same.

Sorry, I think what I wrote was confusing.
I will use the TV-out to watch some tv shows that I download from the web (I know that it's illegal ...).
The part that I said I'll play some games won't be on TV.
Of course, the games won't be the very new ones, but still there is good games that only required a 64mb video card.

So, which one: ati 7000 or geforce mx 4000-T64, and is the geforce mx 440 is as good as the choice between the first two.
