Why a bitmap?

Lately, every time I click to save a photo, my puter will only save it as a bitmap, and always titled "Untitled". With a click of the title window I can type in a title. After I save the pic I can open PSP or Photoshop, import the pic and then save it then as a JPEG, but this is a little annoying and somewhat confusing as to why.

I have checked for any setting changes, and done the usual stuff that I can think of on IE as well as checked to be sure XP didn't have somewthing changed in the control panel....(I have big fingers and make wrong key strokes sometimes...

Any ideas?
