Why are the fans noisy?

I noticed that the fans kept working at the same rpm no matter what the teps were. This is not a quallity problem, that I can tell for sure. The PSU is Tagan 430W and the temperatures are low ( CPU 32-42, case 28-29).Can this be happening because I don't have "cool 'n' quiet" enabled in my BIOS options?
I have fixed it using the speedfan utility (PCalert, my other monitoring utility, had some objections but I just turned off the sound alarm). The thing is that I don't like a third party programme deciding my fans speed. In addition, I am planning to overclock my CPU so I have to be sure that the fans will work. Should I keep controlling it with speedfan or enable the "cool 'n' quiet" feature?

Which fans are you talking about specifically; case fan(s), cpu, vga.....

Rather than using a software solution eg Speedfan try a hardware solution in the shape of a fan controller....this is the one I have in my Lian-Li PC7 Plus case.

In respect of o/cing you will need to make sure that airflow in the case is good (my Lian-Li has 120mm intake and exhaust + 120mm side intake). In addition, you will need a good cooler with fan (preferably a 92mm one)

IMHO keep 'cool & quiet' off, it's nothing but a nuisance.

    Good Luck

I agree with Risk reversal, you cant have cool and quiet enabled when overclocking unless you dont plan on adjusting the multiplyer, cool and quiet works by halving the multiplyer underclocking the cpu by 50%,the problem arises then when you put the cpu under load the multiplyer returns to stock and if you'v overclocked your FSB it will massively overclock your cpu

The fan speed isnt controlled by cool and quiet anyway the CPU fan responds only to its temperature which it will do even when cool and quiet is disabled.

Could you post more specs,CPU,HSF check the CPU fan is connected to the CPU fan header and has three wires, often aftermarket fans can only be controlled by the bios as they dont have an RPM sensor "usually yellow wire"

    :)

I thought I knew what these terms mean but I didn't understand what I should look for.
The CPU is AMD Athlon64 3500+.
