Why Doe's Windows Marquee Screen Saver Flicker!

On every windows xp or 2000 machine that I run the marquee screen saver I have a line that disapears and reapears across the text on the screen when the text moves across and it flickers. The bigger you make the text the better you can see the line. Is there any way to get rid of this?

 

I have try changing the Screen resolution from 800 x 600 to 1280 x 1024. I've tryed Ati Cards and Geforce Cards. The Monitors are set at 75 hertz and DPI is set to 96dpi. I've tryed it on dell 17 inch monitors lcd monitors, 19inch viewsonic lcd monitors, and a 17 inch philips crt.
