Why wont DirectX9c install?

Im using an old build of Windows XP SP2 (that doesnt include dx9c) So now Full Spectrum Warrior requires dx9c to play, and for some reason I just cant install it. It just go straight to the finish menu after I agreed and chose to install. Is it because of my sp2 beta? I also tried to revert to directx 8.1 and then install dx9c and still it wouldnt. But I had no problem reinstalling dx9b

 

Probably because of the beta SP2.

 

Windows XP SP2 Already contains DirectX9c by default... I am quite sure, someone correct me if I am wrong, I just did a format 8 hours ago, I installed XP Pro, then the new SP2 update that M$ sent me the other day, and then all the hardware drivers up to date...

Ahh ok.. I was under the impression all contained DX9c, or a 'directx' of some sorts.. I stand corrected
