Win 7,8.1,and10 Internet Connected. All Browsers Certificate Errors. Help!!!

Been working on this for weeks. I have a Dell Vostro 200. Its old but worked perfectly up until 2 weeks ago. The HD failed. I bought a new one and installed Win 7 Pro (which is what was on there before the HD went down) it went flawless. When I went to get on the internet with IE and it brought up MSN(IE is the only one that will bring up MSN homepage) with the block banner. With a second tab opened it gives me problems with site's security certificate. Windows update works. Nothing else. Watched countless fixes on youtube and posts about the problem with nothing working. All drivers updated and windows updated. Tried the unchecking of the revocation boxes in internet options. reset modem and router in that order. command lines for dns flush, scannow, several netsh command lines, reset IE and Edge. Disabled windows firewall. tried in safe mode, LAN seting are automatic, uninstalled network driver and reinstalled it and of course checking the almighty date and time. Nothing worked same screen came up on all browsers. I tried this on windows 7, 8.1, and 10 all activated. Same thing, same problem. ONE time out of the several I tried EDGE, and it worked and I could go everywhere I could think of.. when I restarted the PC it never came on again.

This is very good at registry sorting, and can help with browsers -The free edition works very well.

 

I did try ASC at one time, but will try it again. Can't hurt right. and have reset browsers to default no change. Thanks for replying though. Update on this . I bypassed my router and plugged in straight from the modem. I did have to reset the modem but it worked great until I ran it through the router again, but did have to reset the modem just to get the router to work again and the other 2 machines working again.
