win 7 dvd boot won't go passed welcome screen

Hi all ..After setting the boot device to dvd and trying to get into the install process it goes to the blue welcome screen and stops right there. Whats going on? I am trying to do a fresh reinstall of windows 7 64bit home. but every time it starts off in the black screen with the progress bar which says loading windows files. but after that i am stuck on the blue welcome screen no menu's of any kind. i need you're help before i have a mental break!!
