WIN 8 Metro Apps/Store will not work

Hi all,
I have a WIN 8 HP Laptop. New last Feb. In August, *all* WIN 8 Metro tiles stopped working and I cannot access the Store. When clicking on the apps, they try to open and then close immediately.
I have tried:
-WSRESET.EXE and that will not run either. The MSG is "program failed to start".
-SFC /scannow - No resolution
-DISM /Online /Cleanup-Image /RestoreHealth

As I use this laptop for work and hve many work apps installed, I am trying not to have to fully revert to day 1.
Microsoft support advised to take the WIN 8 CD and just reinstall the OS. They promised that if I did this it would resolved the issues and NOT destroy any installed apps.
Any advise would be GREAT!
