Win 98 SE bootup issue

    I just formatted the hard drive and installed Win 98 SE with no issues. I then shut it down and used canned air on the inside to clean the dust out. When I went to boot it back up it locked up on the "Scanning Option ROMs..." screen. I took out the CMOS battery for five mine to reset the CMOS and still had the same problem. I made sure all devices were plugged in or installed correctly inside. I even replaced the RAM stick just for grins. Still no fix. Does anyone have any ideas?
