Win 98SE Reboot problem

Having posted before about my problem with booting up my computer, I thought I had figured out a way to solve it, alas not. Something that happened today showed me that my 'solution' was not the right one.

For reference, I have an HP Pavillion, Athlon KMD-7 processor, running Win98SE. I have discovered that there is a small problem when it comes to booting up my machine. If I have shut the machine down using Start -> Shutdown, then the machine will boot properly. However, if the machine had frozen up, and I was forced to do a hard shutdown, then when I boot, Windows will load up until the point my wallpaper image appears, and the mouse pointer, but it will freeze there. Doing a CTRL-ALT-DEL shows no programs in the box. Exiting that, and doing it again shows Mgsrv32 (Not Responding) and I have to do another hard shutdown. To boot fully, I have to make the machine boot into Safe Mode, and then shut down, and reboot.

For the life of me, I can't figure out what's causing this, and would appreciate some help. I can live with it, but if something can be done, I'd prefer not to have to worry about it.

    1. Are you sure about the file name, is it Msgsrv32 or Mgsrv32?

    2. Do you have a Palm hooked up to the computer?

#1) No, I'm not sure of the file name. Next time the error occurs I will write it down to be sure which one it is. I think it is just Mgsrv32, but I may be wrong.

As for #2, no, I do not have a Palm hooked up to the PC.

OK. Make sure of the file name, could just be a power management issue if it's msgsrv32 not responding.

    Disableing power management
    start/settings/control panel/double click power
in power manegment box click off/or allow windows to manage power
    click ok restart the computer.

Having just duplicated the problem, it is indeed msgsrv32 that is acting up. I followed the directions you gave, but when I load the power managment settings, there is no option like you describe.

I have a 'Power Schemes' tab, and an 'Advanced' tab. Under the first is simply determining how long things take to auto-power off. The Advanced tab has two checkboxes, one labelled 'Always show icon on taskbar' and the other 'Prompt for password when computer goes off Standby'. There is a drop-down at the bottom, with the option to make the computer shutdown, or go into standby when the power button is pressed.

Ok. That's probably my fault, may not be an option in 98SE. Hopefully, you have your Win98 CD, if so try this.

Go to Start > Programs > Accessories > System Tools > System Information > Tools > System File Checker. Select "Extract one file from installation disk" type in msgsrv32.exe and the file should be restored from Win98 CD.
