Win Magnifier

I have Win10 and I Love the Built in Magnifier.

I Hold the Windows Key and Tap the Pluss Key and the Whole Screen Zooms In.
And I use the Mouse to Pan Left To Right to see everything.

But in Win7. I always got a Magnifier Box at the Top of the Screen and what ever my Moouse was on would Show up in the Magnifier Box.

And it would Mass all of my Icons up after I Turned it Off.
Was there a way to use it in Win7. like I do in Win10?
