Win Update Not Working as Set

Vista 32bit: I've set the Windows Update to: 'Check for updates but let me choose whether to download & install.' The problem is the icon bottom right (sys tray?) says 'Windows is downloading updates' & shows % completed. Is there a way to fix this?

Its just checking for available updates and when you click the icon you can let it download and install them. It will tell you what is available and the priority of the available updates, you can choose to manually do it, then you have to remember to check.
