win XP deleted folders return

i have several folders in program files that i do not use and are completely empty, 0 bytes. i cannot delete them because winlogon.exe is using them, a process which i cannot end. i started up in safe mode and deleted them fine, but upon restarting normally they were there again. all of them are 0 bytes, and some contain subfolders. they are still being used by winlogon.exe.

how do i remove these folders permanently?

 

What is the name & path?

 

C:\Program Files\microsoft frontpage\version3.0\bin
C:\Program Files\movie maker
C:\Program Files\netmeeting
C:\Program Files\outlook express
C:\Program Files\xerox\nwwia

ive never used any of these programs. all the folders are empty, but in use by winlogon.exe

 

Ok, those are Windows software except for the first & last one. They come back cuz they're part of Windows. I think Windows uses a template of account folders to create them. I think the name of the account is Default or All Users.

Don't worry about them if they're not causing problems.

 

but i dont want them there.

and what about the other non-windows ones?

 

Microsoft Frontpage is also needed. This article is only practically relevant. You can't delete essential files and expect you PC to run. That's why your PC regenerates them.

 

This blog has a post about removing the last one. I wouldn't do it. It's supposed to be there...

 

how are they needed when they contain absolutely nothing?
