Win XP SP3 install error

My system is operating extremely slow. I have completed all the maintenance items suggested (do not know how to attach previous thread) , however this has not helped. It was suggested to me in previous thread to document SP3 install error under new thread. I am unable to copy WINNTBBU.DLL when it tries to copy from C:\windows\system32. Any help would be appreciated!

 

The system slowed down immediately after attempting to download SP3 again. Attached are the latest screenshots.

 

My HP laptop was not supplied with a copy of Win XP- The "restore points" option came back with an error code. I am running the "PC recovery tool" that is housed in a partioned section of the harddrive. However, it has been running for 13 hrs. and still shows 0%. Should I continue; if not, what is the proper way of shutting down? The only other option I can think of would be to call HP and obtain a copy of Win XP.
