win2000 pro flashing repeatedly displaying desktop

We had a problem with the PC so I reformatted and reinstalled office skype etc.

the pc was working fine for a day or 2 and nothing has been installed intentionally.

Problem
When you boot up normally it displays the desktop for a second then flashes and displays that grey scrren saying restore my active desktop

but you don't get time to click anything because it reloadss the desktop.

then does the avict desktop.

so the PC is flashing between desktop and restore desktop.

What I've done so far
booted into safe mode with networking and ran adware 2006
it cleaned up a couple of registry values.

Booted of the CD and done the repair indows thing.

State of PC now

Every second it displays the desktop then the white restore active desktop then back to desktop

when you mean you reformatted and reinstalled office skype etc., you deleted your partition and did a clean install and the problem came back?

If you have time or energy, I would try deleting the partition and reinstall Windows 2000 and check if the problem comes back, adding one program at a time. That might help narrow down.

Other option is remove one program at a time from remove programs and see if that works.
