Win7 - programs loading but not running?

I have two computers running Windows 7 and both exhibit an annoying problem.

Sometimes after loading a program such as Dreamweaver, nothing appears to happen, so I investigate the Task Manager and find that although the program is there, it's not using any CPU time and therefore appears to be idle? Clicking on the program again sometimes only loads another instance, whihch is also idle.

It's not the end of the world but it is very frustrating.
Any ideas would be greatly appreaciated.

Could it be a problem related to Kaspersky Security, which is usually the source of my problems!

Yes, it could be related to Kaspersky, not likely, but entirely possible. Turn off the Kaspersky software completely if possible, then try launching Dreamweaver. You might also try this: right click the Dreamweaver shortcut, select "Properties", click the "Compatibility" tab, put a check next to "Run this program as an administrator", and then select the compatibility mode for "Windows XP Service Pack 3" (screen shot attached to illustrate what I'm talking about), click "Apply", click "OK", and try again. I tried it without Kaspersky running and it made no difference.

But, I tried part of your second suggestion i.e. I ran it as administrator and it appears to work every time (I didn't alter the compatibility setting).

Maybe there's a clue in there somewhere:confused

Just to be clear, I don't need to run it as Admin every time, it just doesn't run correctly about 70% of the time
