Win7 Themes: Colors Not Changing?

Hi! I currently have two Win7 laptops: one at a day program and one at my mother's house. Recently, at the program, I installed a theme I downloaded from the internet. Everything changed but the window color. Why is this? Why is this? Also, I find that, after Win98, Microsoft decided to start limiting the color selections. I believe that's just wrong. I like colors. In fact, the first time I worked on a WinXP system, I reverted to the old GUI for the color choices.

1. Right click a blank space on the desktop and select Personalize.
2. At the bottom of the Window that opens, click on Window color.

You can select something you see there OR click the down arrow in front of Show color mixer and work with hue, saturation and brightness.
Next click on Advanced appearance setting to select lots of things to change.

 

Okay, but I was expecting the window color to change with the theme.

 

I tried today, but the color still didn't change.

For using this theme first you need install UltraUXThemePatcher [link]
– Copy all file in “Theme” folder to “%windir%/Resources/Themes”.
– Open personalize panel and apply theme.

 

I was successful in installing and using the themes, but the window color doesn't change. It also doesn't change when I change the color manually.
