Win98se-control panel-access is denied-HELP!!!

Hi,
I have a friend with a computer running Windows98SE, he has been trying to setup broadband but everytime he tries to get into control panel/network properties he receives the error message ' Access is denied ', he has tried start/run and typing in 'control netcpl. cpl' to try and open network properties but it is saying that there are missing DLL files, can anyone tell us what has happened here and if there is a solution to the problem other than re-loading windows, any help would be appreciated..........Thankyou!
