Please clarify. "Constantly" not working, not working "at times" are two different things.

Have you changed the batteries in your keyboard?

Have you tried the BT dongle in a different USB port?

How do your speakers normally connect?

What is the bluetooth dongle for a mouse a keyboard or both?
How is the speaker plugged in?
How many USB ports on the computer and what age is the computer?

Bluetooth dongle has been moved to different ports, usb issues...! I connect Bluetooth speaker and radio-shack keyboard via Bluetooth...THE BATTERY, yep been years! desktop bought from friend, i think 2 years old...ports on front of box seem to once in a while...once a week or if I send pics via bluetooth from my phone to desktop, it shuts off my Bluetooth speaker. It seems to me that things were NOT setup properly! And the updates!

Order some fresh batteries (when you know what type they are) and call back that friend for some basic instructions.

Most bluetooth issues I see posted on the various forums I go to are for speakers and computers.
Bluetooth speakers were designed to work on android devices: phones and tablets. I think working on Windows computers seems to present problems. I don't know why but this has been what I've noticed.

Perhaps the ports are overwhelmed: a keyboard, a speaker and a phone. Turn off the speaker when you want to send pictures from your phone to the computer.

The only bluetooth devices I own are 2 keyboards and I use them on android devices so I can't offer any more troubleshooting advice on bluetooth speakers.

I transfer pictures from my phone and tablets using the USB charging cable. So I can't help you with that either. Only one of my computers (7 currently in the house) is bluetooth capable. That isn't the one I transfer my picture to in order to archive on CDs and/or USB sticks.

Check the settings and see if the USB is always on or if Windows is allowed to turn it off - set it to always on.
