MS issue a new version of Win 10 every six months. It is possible for Pro users to defer these upgrades but not for Home users I believe. In your case you have been on version 1803 but your computer has recently downloaded version 1809 and is asking you for a restart so it can get on with installing it. You don't have any choice right now so you may as well restart and let it get on with it. It takes an hour or two. You will then have ten days during which you can revert to 1803 if you choose to. If you are on Pro you would also have the option to defer future upgrades for up to a year.

Previous upgrades, including 1809, have a history of causing problems for some users, but 1809 seems to be sorted now so you should find it problem free - fingers crossed!
