Windows 10 Install Watchdog Error

I am not familiar at all with the Windows 10 Watchdog error. I just this morning did a complete reinstall of Windows 10. If I do anything that puts even a small load on the system now I get the sad face and the watchdog error.

Is this error hardware or software related? What causes it on a 100% fresh install of Windows 10?
