Windows 10 Network Interfaces

Hello all! I am having a problem renaming my network interfaces in windows 10. I have done the following.

• Opened Network and Sharing Center then Adapter Settings and Tried to Rename Wi-Fi 3 to Wi-Fi and came up with error "Cannot Rename this Connection"
• Opened Regedit and went to HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\Network\HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\Network\{4D36E972-E325-11CE-BFC1-08002BE10318} and edited all the Keys with valid entries

• Ran cmd as administrator with the following commands - netsh int ip reset - netsh interface ipv4 reset - netsh ipv6 reset - netsh interface set interface name="Wi-Fi 3" newname="Wi-Fi" with error 'You were not connected because a duplicate name exists on the network. If joining a domain, go to System in Control Panel to change the computer name and try again. If joining a workgroup, choose another workgroup name.'
• Ran devcon.exe as shown in the article http://www.windowsinfo.eu/?p=356
• Also ran regedit with the same commands and cmd netsh commands with psexec.exe -d -i -s for example psexec.exe -d -i -s regedit.exe
• psexec.exe was opened using cmd as administrator

Any help would be great!

P.S. The network interface name change does not appear on lock screen, when I change Cellular 2 to Cellular says Cellular 2 on lockscreen. Assuming network interface names can be changed as long as it is specified with correct device.

Edit:
The system is an upgrade reinstallation of Windows 10.
