Windows 10 Search, Start Button + Other Windows Things Don't Work

This is a 6 month old Dell with Windows 10 factory installed. A few days ago started having a problem where I could not use the start button on the desktop or search. When I click on them, nothing happens. Other related issues are: Right-clicking on "This PC" icon on desktop doesn't bring up a menu, just a spinning wheel. Right-clicking on an item in the taskbar doesn't bring up a menu (I guess taskbar isn't working either?). User accounts isn't working (I tried to set up a new user account to test the issues). This is happening across both user accounts. Meanwhile, malware scans come back as clean and I can use programs that have an icon on the desktop without issue, including Google Chrome for web access.

Any ideas on where I can start with fixing this? So far I have:

1. Run malware and rootkit scan with Malwarebytes (clean)
2. Did sfc /scannow (no changes)
3. Ran Dell Diagnostics, all hardware passed
4. Rebooted many times, tried different user accounts
5. Attempted to do a system restore but no restore points show up even though it says system restore is on.

By the way, if you ever want to exchange ideas with posters about such issues it's best to have 'conversations' set as enabled in profile settings.

 

Thank you for the suggestion. I went through all the steps carefully and ran Tweaking twice, but it did not resolve my issue. I have spent some researching the issue and it appears that my issue is not unique. The only way that other people have been able to resolve it is to do a repair install of Windows 10 so that's where I'm headed.
