Windows 10 Streaming Video Full Screen Slow Frame Rate

    After installing Windows 10 streaming video in full screen mode on my 4k monitor went from appearing normal with win7 to about 3-4 frames/sec.
    my graphics card was so old that AMD had no driver updates, so i bought a Gigabyte AMD Radeon RX7800 XT and downloaded the latest driver from the AMD website. this did not fix the issue.
    i am running an AMD Phenom II 955, 3.2 gHz, four core processor on an ASUS 970 motherboard with 16 g of ram.
    i am using Starlink.
