Windows 7: Cannot Change Date / Time

    System: Windows 7 Home Premium 64 bit; with latest updates

    I am using a "Administrator" account that I have named "Administer". When I click on the clock, then click on "Change date and time settings", this message appears:
    "A restricted program has been blocked: C:\Windows\system32\timedate.cpl"

    I tried to take ownership of this file but was unable to do so. Looking at properties of this file indicates that the file opens with "CryptoPrevent Program Filter". I have not had this program on the laptop for some time, don't know what it is here. I checked and it is not installed. Should I the program that "opens" the file, and if so, to what?
    When I checked Properties/security tab, Administrators is listed with "read and execute" and "read" permissions. I was not able to change permissions not had "Administer" account to the security for this file.

    Try running CCleaner ( both the cleaner and the reg. - be sure to make the backup when prompted).

    Sounds like CryptoPrevent may have been monitoring the file for changes/protecting the file from changes using a permissions tag? I wonder if you have other Windows apps with the same issue. If TimW's option doesn't work, Tweaking.com Windows Repair has an option for fixing permissions. Maybe this will reset the permissions on your PC or maybe sfc /scannow or chkdsk will do the trick.

    Tim -- I regularly use CCleaner but have never used it to clean the registry. Is that what you meant when you said "and the reg"? Cleaning the registry scares me. If CCleaner messes up, I am screwed, right?

    By the way, I was able to change the date from a command prompt. So much for security, eh?

    That's why you allow it to save the backup.

    Only if you click NO when CCleaner offers to save a backup before it cleans.

    I've never had to use a backup from a CCleaner registry cleaning but that doesn't stop me from every time saying YES I want a backup. It puts the date on the backup and I usually save 3 or 4 backups.
