Windows 7 Firewall problem

I have a problem with windows 7 firewall, i can not load HP software for wirless connection i get error message that the windows firwall needs to be running for me to load the software. I can load and get the printer to work with the USP cable not wireles, the error message i am getting regarding the firewall issue is

Error code 0x80070437

 

can load the printer software with the USB cable connection however i can not load the software to use the printer wireless ability it will not let me load the software says i need to make sure Windows firewall is runing, it is not on i can not get it to go on in Windows 7

 

Printer is HP Office Jet Pro 8500 i am trying to get the printer to work wireless with the laptop, i can load the software via USB cable install but not wireless, i did set the printer up to accept wireless applications, but the software on the laptop will not load, get error message 0x80070437 that the windows 7 firewall needs to be running i can not get it to run

 

The printer is HP Officejet Pro 8500 A909 Series, however i do not think the problem is the printer or the software the fact that i can not get Windows 7 Firewall to go on is the problem
