Windows 7/Google Chrome pixelated mess.

    Alright, so basically, everytime I log on I get a desktop manager is not working.. when I try to watch videos on youtube, or stream movies it freaks out and fixes itself, but then it reverts itself to it's old shitty self. If you need any further information to access the problem, feel free to ask. Thanks for the read and consideration of this topic.

    I have a ATI Radeon HD 4650. And also the largest resolution I can get my computer to put out is 1280 x 1024 (recommended) Any help?
