Windows 7 Will Not Load Desktop

    Need some help if there is any to be given. Earlier today the power flashed at my house and I was without power for maybe 2 minutes, and when I booted my machine it would not load the desktop, and still won't. I have tried system restore and have also created an new administrative user account with no positive results. After creating the new administrative account and booting I was left with a blank screen and not able to select either account. I roamed my mouse across the screen clicking to see if I got any bumps but nothing.

    Is there some registry dialog I can enter or create for recovery?

    P.S. earlier in the day I restarted the machine and it booted to the desktop as it should.

    Another thing that just crossed my mined but I guess it goes without saying, I am able to boot into safe mode with both accounts visible.

    And when I previously said load I guess that is what I kinda mean. The wallpaper will but no task bar, icons or anything else. I am able to see the cursor and when I do ctrl alt delete it does the notification sound but nothing appears only a black screen.
