Windows 7 Won't Start

    I order a repair disc, but I thought I would check in here in the meantime to see if there was something I might have missed to get it to work.
    Whenever I start the PC, I get a message saying to choose between Pay can Startup Repair and Start Windows Normally.
    When I choose Startup Repair (recommended) the files load and then for a flash I see a rectangular black box show, and then the screen goes to a blue screen with what looks like sun rays beaming down. Nothing happens after that.

    Where do the words Pay can appear?

    What happens in safe mode?
