Windows 95 Error?

I have installed windows 95 on an old 2.1 GB hard drive using win98 start up disk. I used win98 start up disk because I did not have a 95 start up disk.
Everything went great and installed perfectly well untill the completion of the installaion then the computer re-booted and started for the for the first time. the computer screen said getting ready to run windows 95 for the first time and then came this error.
Error Message:Initializing Device IOS Windows protection Error.
The trouble is I cannot start in safe mode.
Can someone show me how to make a windows 95 start up disk with cd-rom support.

Symptoms

When you try to restart your computer in Safe mode, you may receive the same error message.

Cause
This issue can occur if a virus hooked the INT21h or INT13h chain before Microsoft Windows is loaded, an unsafe device driver is detected, or a protected-mode driver is missing or damaged in the Iosubsys file located in the Windows\System\Iosubsys folder.
