windows 98se setup locks up

i just had to format my computer i do it about 1 time every 6 months and this time when i tryed to install it locked up this is what happens

To continue, press ENTER. to quit setup, press ESC
and i hit enter and it locks up
it even does it to my back up cd of windows 98se i tried cleaning the cd the cd-rom but still nothing what should i do i tried runing scandisk off of the cd but it says bad command should i fdisk? some times i think my computers has moffet's ghost in them because right when you think they are working right boom it crashes

 

ok so i dont know how but it is working now i restarted afew times and it was still doing it and after about 5 times it worked so mods you can delete this if you want
