Windows and folders appear different

I have a newer Dell that is not appearing right. Recently it has shown multicolored toolbars in various programs. I have removed software that I thought was questionable, I have ran Norton 2007, and Adaware 2007. Nothing has resolved the problem and I'm here for HELP. Like I said its a newer dell optiplex 740, AMD Athlon 64 processor. It has windows xp pro 2002 sp2. I have screen shots to show the toolbar that is affected. Let me know what you think any help is appreciated.

Ok thanks for the help. I recently had to upgrade our Norton and when I did so the problem was taken care of. Apparently the definitions for 07' couldn't catch that one. Thanks again.
