Windows Defender/firewall problem

Ok i was recently attacked with the Win 7 security 2012 virus package. I am totally sure that i am clean. Used Malware scan (download from here), ESET Smart Security (paid version), and Tuneup utilities. Everything is checking out with those but after all the clean up my Windows Defender and Windows Firewall dont want to work

This is the Error i get:

Ive been looking around tried to get it to work but nothing is working. Tried editing the registry but to no avail.

I'd suggest going through the Read & Run Me.

Start a new thread in Malware Removal and attach the requested logs.

This infection does exactly what you are saying, and needs the experts here to sort it out. I'm not sure what procedures you followed to eradicate, but some guides on the net (if you followed) need additional work from what I see.

Well ESET my antivirus said i was clean but i couldnt find a way to repair Windows defender and Windows firewall so i was like ok screw it. Reformat.

Backed up all my stuff and reformated. Made sure when i had a new clean version that i did scans to make sure nothin traveled over
