In the last week to 10 days, when I first connect to the internet with my 56K dial up modem I get a strange popup as follows:

Also in the tray next to the Time is the Windows Defender Icon with the shortcut mark on it. If I click on the icon it opens up Windows Defender but it doesn't show anything wrong. If I don't do anything, it goes away after about 10-15 seconds. Any ideas on this? What is it trying to tell me? Should I be concerned? If not, how can I stop it from recurring?

    Hi

Is it a ! mark in an orange blob, that ones is telling you either your malware definition files are out of date and you need to update or you have not run a scan in a certain number of days ( 3 iirc ).

MpCmdRun.exe is Windows Defenders malware definition updater and is legit and needs access to the internet if your firewall is blocking it.

You can update Defender by either going to Windows/Microsoft Update or from within the Defender software by clicking the Down Arrow next to Help > About Windows Defender > Check for Updates if your firewall alerts to the above file, allow it access.
