    Hi

Is this an upgrade install over a previous OS or a clean install?

Did you fully get to the Vista desktop ok or was this an install reboot part way through?

If upgrade do you by any chance have Authentium Personal Firewall or Cox Network's antivirus suite ( as it was iirc created by Authentium ) installed? as I remember that file being linked to Authentiums NDIS driver for packet filtering, dont upto now think their is any firewall applications that work with Vista, other than the built in one, their are a few in the pipline in beta at present, but none finished.

Did Vista if an upgrade allow you to rollback to XP or previous OS? if it did run the Advisor tool and uninstall any security application it highlights as a possible issue http://www.microsoft.com/windowsvista/getready/upgradeadvisor/default.mspx ( note it will not work with many older OSes )
