Windows file "tags"

I use the program Evernote to store miscellaneous information. One feature I love is that a single note can have several "tags". For example, if I have a note about my income tax return, I could give it several labels such as "personal", "finance", "tax" and so on. Only one note, but it will appear in all of these categories.

Is there something similar within the Windows file system? Can I create one file, but give it several labels? Of course, I could make copies of the file and put into into all the folders that I want. But then it would be difficult to remember to update all of the copies.

I look forward to your responses.
