Windows Firewall Issue

I have windows Vista and every time I go to my Security Center to try and turn on my Windows Firewall it says "Security Center cannot turn on Windows firewall" and below that there's a link that says "Turn on Windows Firewall manually"
After i click that a window pops-up and it says "Windows Firewall is not using the recommended settings to protect your computer" beside that there's another link that says Update settings now after i click that it says "Windows Firewall was unable to make the requested updates"
Whats the problem?

 

Go to Start/Search and type services.msc and press enter. Scroll down to Windows Firewall. Double click it. Make sure the Startup Type is set to Automatic and Start the Service. If this fails, then you most likely have a virus or malware please head over to the malware section of this forum and post there for more help.

 

So i got to the services, but i can't stop, pause, play or restart ANY of the services on the list.

 

It says "Windows cannot start the windows firewall service on local computer" Below that it says
" Error 1068: Dependency service or group failed to start"

 

Is BFE the dependency that's causing the failure (the Management logs should provide this detail)? If so, I was reading a thread elsewhere on that last night, I'll try to find more time to work through it again for clues (iirc, they've worked on it for several days with no fix yet).
