Have you tried clicking the Advanced tab and clicking the Restore Default button? Then see if you can disable it.

Just tried that did not work. All I have to do is add every program that I know needs the internet back to the exceptions page. Maybe something to do with that Group policy?

    EDIT: I also just noticed

That doesn't sound good, I restarted and its still there. Was it somehow disabled?

    Sounds like it. Try this...

    Start> Run and type services.msc.

In the pop up window scroll down to Security Center and double-click on it. In the "Startup type" box use the arrow to scroll down to choose "Automatic" .

    Click Apply and reboot.

Click on the Security Accounts option and set the startup type from manual to automatic. Reboot and then check to see if you now have Security Center showing.

I still do not have Security Center as a service. Is this because I'm on a network?

Mostly likely, yes, depending on the network arrangements. Talk to your Network Administrator.

That would be me, lol. This is a home computer. We have two. Could it have something to do with I use to have Norton on my computer. I used that for my firewall until it stopped working properly, so I uninstalled it.
