Windows Installer 3.1 What is wrong?

I can't load my palm software and keep getting the message there is something wrong with installer. Any thoughts?

I VERY much appreciate your help to everyone here. Trying to write resumes and other important things so this is a bad time for the computer to have problems.

Windows is Windows XP Version 5.1 Build 2600 xpsp_sp2_ adr.070227-22_service pack 2

ERROR 13.16 A network error occured while attempting to read from the file
C:\Windows\installer\PalmOne.msi

I have no idea what all this means. MY PDA worked fine before I reloaded Windows and now it can't sync or even load the filtes either from the CD or from Internet to set it up.
