Windows Installer Error (and other randomness)

    I have been living with this error for over 5 months now. When goto install certain programs (Adawar, Java, HP Printer Drivers, Nero, and anything I've noticed that uses Windows Installer) It tells me...
    "The Windows Installer Service could not be accessed. This can occur if you are running in safe mode, or if Windows Installer is not correctly installed. Contact your support personnel for assistance."
    ...each time and the Install will close. I've been to the Windows site and went thru all the fixes they recommend (http://support.microsoft.com/kb/315346) and no change at all. I've just been dealing with it and not installing any of the programs.

    Just recently I ran CCleaner's Registy Cleaner Tool thing about 7 times in a row till it found no errors. Reboot and blue screen. I save the first reg file (thank God) so I (in safe mode) restored it and rebooting in last known good configuration. I'm getting errors saying "The procedure entry point__set_app_type counlt not be located in the dynamic link library MSVCR80.dll." when I go to run MSN Live Messneger. I can't uninstall Messenger cause the add/remove button is missing and I go to reinstall it and I get "Windows Live Messenger setup has faild with error code: '1601'. Please go to the Windows Live Messenger website http://messenger.live.com to download the latest version of Windows Live Messenger." I am worried they might be linked. Can anyone help in anyway?

  2. I had the same problem and did the same thing you did @ microsoft and nothing. What I finally did was reinstalled WINDOWS all together and it work, but what i found out later was that it was a missing Stocket.dll which is a critical piece to Windows. Hopefully this helps.

    Try to remove windows installer,and install it again using microsoft update.

    Okay I've tryd reinstalling - Same problems, I tryed Dial Fix (very neay prog) but it didn't change a thing. Finnaly I went to try "msicuu2.exe" and it give me the same Windows Installer Error so I can't even install it to run it.

    Also now I was trying the Windows Update and I have 2 files that won't install MSXML 4.0 SP2 Security Update (KB927978)
    Security Update for Microsoft .NET Framework, Version 2.0 (KB928365). >,<!!!

    1. Click Start, and then click Run.
    2. In the Open box, type msiexec /unreg, and then click OK.
    3. When this process is complete, click Start, and then click Run.
    4. In the Open box, type msiexec /regserver, and then click OK.
    5. When this process is complete, reinstall the update.

    If you check out that Microsoft Link I posted it would show you all I've tried. I've also tryed all that from anouther MS page but I can't find the link. It told me to do the same. But just to be sure I did again. No good. Still no change. Not a bit. I suppose the best fix is format and reinstall? -_-

    Damn it,I can't live you without answer.OK,this is something radical,but help me one time.Uninstall windows installer(in safe mode),run regedit,on toolbar click editand find.Type windows installer,and hit f3.If something find hit delete and enter.Hit f3 again,and again,until there is no registry key from Windows Installer.Then run registry cleaner to see if you something miss.then install windows installer.Good luck and post what you've done.

    PS:Radical-cos I don't know your setup,I soolve the prob on my machine.This is all I can do for you.

    Just a few things you might try.

    1. Press Start and select Run then type CMD and press Enter Type regsvr32 MSVCR80.dll and press Enter then Reboot the machine.

    2. Uninstall Windows Defender if you have it installed.

    I don't know but I don't think it is a good idea to tell someone to just go deleteing things in regedit :p ((Thank you again tho))

    well now MSN Messenger crashes as soon as I try to open a chat window. I can not open my add/remove programs. I go to run Install_Messenger.exe to reinstall and get "Windows Live Messenger setup was not able to run due to a system error.".

    did i look up on fixing the add remove programs problems and ran into this "regsvr32 mshtml.dll" as a part of a fix and get this "mshtml.dll was loaded, but the DllRegisterServer entry point was not found. This file can not be registered." o_O? help?

    it doesn't work. I get "Runtime Error! Program: C:\WINDOWS\system32\regsvr32.exe R6034 An application has madde an attempt to load a C runtime library incorrectly. Please contace the application's support team for more information."

    "LoadLibrary("MSVCR80.dll") faild - A dynamic link library (DLL) initialization routine failed."

    ???o_O;;
