Windows Installer not working.

    My version of Windows Installer on Vista isn't working properly. I was wondering if there is a way to re-install. I've tried downloading version 4.5. Unregistering and Re-registering. MsConfig. The Installer cleanup tool isn't working. I'm really hoping someone can help. I've read somewhere that it can possibly be reinstalled using Command Prompt. I'm computer literate so I can perform complicated steps.
