Windows Live Mail - Prohibited Files

Try this first in WLM (do you have the latest version and what Windows version are you using?)

Open WLM and click its Start button (the blue one top left corner) then Options > Safety Options and Security tab then untick the "do not allow attachments to be save or opened that could potentially be a virus" and click apply.

or if still happening....

What Antivirus software do you have installed? and have you tried disabling it fully or just the email scanning component (if available) to see if that is the cause as many a time its the AV blocking attachements and a setting is needed changing in the AV over the email client.
