Windows Mini Tool And Norton

    I tried to run the Windows mini-tool software. Norton deletes it automatically, after identifying it as a virus.
    Is this a virus or not. Norton is very emphatic about it being a virus.

    What is your exact Operating System and any service pack? (Win Vista, 7, 8, 8.1 or 10)

    Are you wanting to use this tool as an alternative to the standard Windows Update, if so please explain.

    NB: I scanned the zip file download for this software at Virus Total, and manually with Malwarebytes, SAS and Comodo and none of them report any malware.
