windows police pro

I've been fighting with this thing for two days and I'm about ready to pitch it. Every website has an answer as to how to get rid of this, but none of them work for me. I have no access to anything. No internet, no safe mode, no downloading virus removal software from a usb, no reinstalling the original OS. I can't do anything. The only thing I can get it to do, is if I hit F1, I can get an Open box. However the type of files are only help files and I can't do anything with them. What now? I can't get to registry or any of the other suggestions I've read about so far. I'm completely locked out of everything. There has to be a way to bypass it. Please help!
