windows security center

Everytime i turn my pc on there is a icon in the bottom right corner for windows security center.
When i click on it it says that malware protection is turned off, so obviously i turn it on.
Now, when i click to turn it back on it says it is searching for definitions or something like that, and when it is done it says that there isnt any new definitions to download.
So when it has done searching it just shows me that the malware protection is now on, which isnt a problem but i have to go through this procedure everytime i turn my pc on.

Anyone know how to stop maleware protection from turning off?

 

Windows XP or Vista? I have XP Pro and there's a red shield in my system tray for the 'Windows Security Alerts' and it tells me about automatic updates, and if I have antivirus installed, and info about the Windows firewall, but it doesn't say anything about malware...
