Windows stuttering and Windows Installer broken

I have run around looking to get Windows Installer working. I have changed it from Manual to Automatic, I have started it (it just turns back off), and I have tried to install a new copy of it (4.5). When I do try to install it, it always runs into a problem (I have attached a picture of the error message), and it is always the same problem. In addition, when I am not in safe mode the task bar is almost always locked up. Anything iexplorer related is buggy, but the desktop runs semi-well (unless I right click and try to select "new" and starting certain programs). Starting in safe mode, the desktop pops up quickly, but starting in regular mode, it takes about 10 minutes for the desktop to come up.

This all came about from malware, I believe. I ran thru the Malware forums, and Chaslang was kind enough to go over my logs and now I am malware free... but the stupid windows installer is still broken. Any help would be appreciated. Thanks!

 

Using CCleaner I have been able to uninstall programs (which is nice). In safe mode I was able to install the Windows Installer successfully. I tried to install (not in safe mode) a couple of antivirus programs that use windows installer, and the installer just hangs and then pops up with the "you may be in safe mode or windows installer is broken" error. I have gone into services and tried to start it (and I changed it to "automatic" from "manual". I still cannot install anything.
