Windows Update/clock Errors

My windows clock doesn't show the right time (it's about 3 minutes slow) and no matter what I tried or solutions I found online it won't correct. I tried running tweaking.com and it fails on the windows update repair every time (#16 I think?). When I run it set to repair everything except windows update it runs fine and my computer runs a bit better for a while, but there's still some bug with the clock and windows update.

    Help?

(As an aside, I don't know if it could possibly affect this or not, but I continually get pop ups about 'file not found' for a tablet driver that randomly stopped working. When I initially boot up it pops so it must run as a bg program as I haven't tried to use my wacom tablet in ages due to this glitch. I've used iobit to completely uninstall the driver but still have the issue, although the 'powerful uninstall' doesn't work anymore due to rtl120.bpl is missing from the computer.)

What clock are you referring to the"Time clock" or the CPU clock speed.????

Advance system care does not effect rtl120.bpl Unless it was uninstalled improperly. The Error rtl120.bpl is part of the PC repair kit.A software that need's to be reinstalled properly. And uninstalled again.

Using Iobit's uninstaller will remove files during uninstall process.

Did you reset the time in the BIOS?

What is your clock set to sync with?

    Currently this:

I've gone through several resets of BIOS however no matter what I do, what I set it to, and what rights I allow and disallow (at least that I've tried so far) it won't synchronize, and Windows Time service won't start.

I'm the only user on the computer so I'm not sure what account difference it could be referring to.

    Yes, the Time Clock.

I think there must be some further issue in my system because this is not the only missing file that pops up, and I only uninstall through windows uninstaller or iobit. However, Advance system care won't run because rtl120 is missing. Doesn't matter what program I'm touching, if I hit the powerful uninstall, this error comes up:

I'm not trying to get us too sidetracked, because I feel like there are several weird things going on in my system, but overall there are several things that will not connect and/or work properly.

I would recommend on running Windows 7 System file checker. This will scan your windows os for missing dlls and stuff.

Here is how to run it in windwos 7.

    First go to start menu.

Type CMD or Command Prompt.Right mouse click on the icon in the start menu. And make sure you make it as administrator rights.

Now In this little black box below Type this --->> sfc /scannow
    Capture.PNG

Let it run and let us know if there are any errors.
