Windows XP Help!!

My computer has been running slow lately and I didn't know what to do. My documents and my computer would never load. It seemed like the explorer was running slow. Then I closed Alot of processes and it was running fast again. And now I have one more problem. When I press alt, ctrl, delete to get my task manager. It doesn't work right. The top part where the X button would be is not there and the tabs to switch to processes and performance arent there either. How do I fix this stupid windows problem. I checked for viruses and spyware and there isnt a trace of viruses or spyware at all. I will post a pic of what it looks like. Please read this,look at the pic and please help me out. I would really really really apreciate this.

Thats really easy to fix just double click on the area that i showed in the pic.

 

thanks and the best part was i called dell thinking it was something wrong with the comp. and they had no idea how to fix it and wanted to charge me 239 dollars... lol thank you again.
