Windows XP Machine Will Not Shut Down

    I recently rebuilt my system with a fresh install of Windows XP Pro. I noticed prior to installing any other software that the system would not shut down. When I select shut down from option it goes through all the motions and where it use to shut down it simply reboots. I have the suggested spyware tools running from the spyware section and the scans come back clean and the active client does not find anything either. I have not changed any hardware configurations either and was not experiencing this issue before I did a clean installation.

    Are all the drivers installed? Any exclamation marks in device manager?

    All drivers are the same as previously installed and no warnings present.

    Make sure the power button is not jammed.

    Power button is good as far as I can tell. I can hard power the system down and turn it on with no issues. The button is where is should be has no extra play in it, etc. I wonder if my power supply is going kaput.
